Explain "Random Death Match" and give an example scenario. It is what RDM means and it is a big rule in most servers it is not allowed what so ever its when someone walks up to you and just shoots or kills you for no reason

Explain "New Life Rule" and give an example scenario. It is what NLR means it means after you get killed you forget everything in your previous life so if you die in a raid you can not come back lets say i killed a cop breaking into my base he comes back shoots or kills me its NLR breaking

Explain "Metagaming" and give an example scenario. It means you can not talk about roleplay stuff in OOC thats what i know atleast

Explain how you would handle the following situation:
Player x accuses player y for RDMing him, the console log shows that player y killed player x.I would look more closely if i didnt find anything i would ask them and pick whose story is the most beliving and that is in the logs or i would just ask them do you want me to continue or do you want to forgive eachother

Explain how you would handle the following situation:
Player x accuses player y for breaking NLR, the kills are pretty close together in console (a few lines apart) at a peak time.I would ask for screen shots or video proof if they didnt have any i wouldent punish anyone i would just let them go

Explain how you would handle the following situation:
Player x calls for help in the OOC chat because his bank is being raided I would warn him for using OOC for roleplay stuff and tell him that thats not a thing a mod or an admin can help with or can help with

Why I should be chosen (we recommend around 150 words) Im a kind person that likes to help other players as i get RDMED and NLRED a lot and so do my friends i would love to help out as much as i can

Gametime isn't enough, scenarios aren't explained properly, overall I think you should apply with more experience on the server and a better knowledge of the rules.
