no it's neither one of them.
<strong> is a html element which gives the text a bold attribute.
just like every attribute, an "/" is added to the end of the area which you want to be "bolded" like this <strong> </strong> but html codes do not work, only the BBcodes do work, which are converted into html by the magic of bbcode. once you do a quote, you're going to be able to see the <strong> and </strong> as they're not converted back to BBcode.
