I would have to say about 2 hours, and 2894 hours on GMod.
This is going to improve while I'm playing.
EDIT: I'm still improving rapidly, but it's now about 13 hours.

I think I have, as I've met several people on the server, and knowing the server does not have alot of players, I've played with 8 people on the server at once.

I would respond politely and respectfully to him.

My added value to the community would be :
Understanding that being a moderator/admin is a privilege and that it should be used to it's full extent, meaning I should never ignore an opportunity to solve a problem. I can understand rules and enforce them.
Understanding that it is crucial for moderators and administrators to be respectful and polite in-game to ensure a friendly environment.
That I need to be active on the forums.
That I need to be active in-game.
That I should not join the game frustrated to make blind decisions I know I would later regret.
Even though I do not think I will ever be frustrated.
That I know it is better to notify someone of higher rank of an exploit or another administrator/moderator abusing with evidence.

What would you do if a player breaks RDM
If an player broke RDM.
I would bring the player to me, ask him precisely why he broke RDM.
I would ask him for what reason he broke it.
If it was an accident for example.
I would give him an warning.
If he did it on porpuse and started getting disrespectful, I would give him an warning for breaking RDM, and disrespect.
If he answered me, but trying to hide it, I would keep asking until he admitted.
I could give several more examples, but I think this is enough.

If an player propkilled, i would bring the player to me, and ask him precisely why he did that.
If he gave as answer : Sorry, it was an accident.
I would give him an warning.
