You haven't really defined NLR/RDM except for the example. Add more detail.

Metagaming is a term to describe that you acquire information from a source that isn't verbally communicated, or contacted with the Eyes themselves. Metagaming can come from different things, Sound, Chat & Eye Contact. All of these forms of communication have different rules in-between to show off which might be metagaming or not. Common mistake: People tend to see the a Driving Instructor symbol under a name, & their name, but they never found out the name verbally.

What would you do if a player breaks NLR?
I would have warned them, and if they kept do it i would start banning them or kicking them.

What would you do if a player breaks RDM?
I would first warn, then ban

Moderators can not ban. Also - NLR is more like a slay and keep an eye on him.
