When would it will be appropriate to use the ban command?:
It would be appropriate to use the ban command when someone id persistently rule breaking, such as repetitively racist even after multiple mutes and warns.
It would also be appropriate to ban if someone LTAPs to bypass a mute or a gag.
Explain any situation you had to work around in your time as a moderator. How could your promotion help this?:
I haven't been staff for many years so I'll quote my first app for this - "during being a moderator these two people joined one was called Adolf Hitler and the other was called fusij or something they repeated saying the n-word down the mic and i gagged and warned them. i asked Adolf to change his name and he didn't after 3 warnings i kicked him he rejoined and changed his name to "MageJamy is a Cunt" at that moment i kicked him again and eventually he did change his name to "bananas are good" but the two of them were still saying racial slurs and disrespecting players (their f6 was very ugly) and they were gagged many times. at which point i viewed their steam profiles and their only friends on steam was the other one so i was 99% sure they were working together. If i had admin commands i would of banned them earlier and the problem would of stopped"

I have been staff multiple times in the past and am experienced with staffing, I am also very active and I would like to think I am being friendly with other staff members and players. I only have one serious warning from over 4 years ago.

Why was that my verdict?
I feel like you are staff material and you are always helpful and friendly when playing, you treat people with respect and I feel like you seriously want to help out the server making it a better place for all the players. But the only thing is that I want to see from you is that two weeks of consistent activity which you are lacking, I would suggest playing one more week before you apply and then you got my full support.

i'd say since you're an ex staff member and have had no warns in years you are trusted enough to get it without the two weeks activity plus from what im seeing your attitude is also great ingame so i see no reason to deny you
