When would it be appropriate to use the ban command?:
When someone is re-joining from several kicks avoiding gag and muting. Not changing their gang or VIP name, or cheating. Being absurdly abusive and the likes of that, to where it's clear their only motive is to cause trouble and not play. This can vary on ban time too depending on my own judgement on how severe the punishment should be for them in accordance with what they have done.

Explain any situation you had to work around in your time as a moderator. How could your promotion help this?:
From when I first started in November to now in January there have been so many situations where I have been a single staff member with maybe 10 to 15 players on the server. Now, this isn't overwhelming, I can deal with this. However, my moderator tools only allow me to do so much. Most of the time people take me for a joke or push their luck and the most I can do is a warn or a kick, in which case they are able to keep joining back as I am unable to apply a temporary ban on their account.

On multiple occasions, I have had to record some sort of proof, upload it, and then post here asking for a staff member of a higher power (admin, super admin etc.) so come and resolve the problem which I cannot. Of course, my promotion would allow me to deal with these situations more efficiently and with more professionalism than having to ask on the forums for help.

Why I should be promoted:
I've been a loyal mod and now that I'm back from Christmas with my family I've been playing for lots of hours every day and night for the past 2 weeks or so. I am 3rd on the top 10 players list for the server in just 3 months. I'm a good person and apparently one of the nicest mods and I hope some existing & old players/staff can attest to this as they have told me so. I am always saying hi and just having a nice time with people, and dealing with others when necessary. For the reasons I wrote before this, I believe a promotion would be a good change for the server and certainly improve it for everyone. It would allow me to monitor everyone with better ways of dealing with abusive players and cheaters.
