You can also say the same about the ban command section too. Im just basing my opinion off the substance of the application, Im not really sure what the issue with that is.

I mean, you base the ban appeal from which he does not need to know as a moderator and then say he has a week knowledge of the rules? Pretty harsh to base something like that, it’s like calling an admins knowledge of the rules weak for not knowing the hacking policy

If that is so, why is the question in the template?

Most probably to test whether the applicant has any knowledge or experience of the policy, shows how in depth the trainer needs to explain the policy, though it should be explained fully regardless.

I never said he had a weak knowledge, just said he should get a better understanding. Im not sure why you think Im being harsh, as I dont think so and neither does the actual applicant. But if it did come across as harsh, I apologize for that.
Ill basically lay it out in simpler terms. His answer to how he would handle appeals can be improved, but he is still a decent candidate nonetheless. I believe if you apply for a position, you should get a general understanding of how to handle certain tasks necessary to that position before being trained.

Thanks for applying for staff at ZARP TTT! During our weekly staff meeting your application, question answers, game trackers and in-game warnings are checked and then the staff team votes on your application

Before you get started, another admin will help train you on the server and get you setup with your new rank. There’s also a handy guide created by the community which should help you get up to speed with your new menus & commands.
