Wow... this is a legitimate report. I mean, I love Raifster, but this is the rule:
3.1b CDM Server 2 & 3 - You should actively avoid hitting players unless they are on the road.
He didn't actively avoid hitting the players, and even the chat messages confirm this was fully intentional. Sorry Raif, but this one is getting accepted I'll assume :/

The car park isn't part of the road, and blatantly running someone over in middle of the car park is most definitely CDM.
The rule clearly states that you can only CDM people in the road, and so Raifster did CDM many people who were down in that car park. I'll speak to Raifster about this.
