Unfortunately the evidence supplied doesn't show him placing down any props that would class him as prop climbing. As for the attempted prop trap and prop block the fence gate that he placed down and blocked you temporarily he seemed to remove the prop as soon as you attempted to gain access. However ill speak to him in game if i see him online to clear up to possible rules he may or not have broke.
