After speaking with the accused admin, and reading through the report abuse I can clearly see that this is a mistake made on the admins behalf. He understands that he has made a mistake and knows that he isn't allowed to break server rules. I appreciate the time that you have spent to make this report.

In terms of conclusion it is up to the admin to refund you, he can do if he wishes. Other than that I have spoken to him and he knows that he has broken rules and shouldn't do that in the future.
