No rule against it.
Hits don't need an RP reason, meaning hits can be set on anyone randomly.

You can kill anyone who has a hit on them

True ,also this situation is disgusting . See how staffs can abuse with "Staff Member's word is final" . Also they can warn you for any reason and use "Staff Member's word is final" and dont get demoted .
