As of right now the rule states that "When mugging you are only allowed to do it in a place that you can't be seen or is not visited by many people" so technically this is not the case. Any areas that are frequently visited according to the rules. So make a rule change request if you want it being changed. I feel like Doom is a very good guy and is aware of the rules and maybe got a bit hyper and trigger happy? I believe that yes maybe just a reminder could be put in place.

When he was mugging me I told him what he was doing, and how he is mugging next to pd, as you see in the screenshot, but he still killed me anyway.
