You only mention about the ban breaking the ethos, but you didn't mention him joining our channel 3 times and following us around, basically harassing us even after we told him to leave, will he be spoken to about that too or?

I think as he is TS staff he is allowed to investigate what you are doing but I think this is a bit extensive

If a teamspeak staff member believes someone is breaking a rule they can investigate it. Although I would move the person to a spacer and recommend other staff do the same as it lets the user know it's as serious situation and let's them speak in private without disruption much like a sit on SSRP should be taken to a roof.
