Evidence:

*I wasnt gonna report him, I told him ingame that he broke raidtimer, but I wouldnt report him, all he had to do was not to do it in the future. He then came up with excuses and said I was in the wrong, thats the reason for this report*

Penny is the one who ran in, you can tell at the start of the video.

Despite being no way to identify that Pennybomber broke the following rule 5.1 Cooldown, I have spoke to him and a some he was raiding with and from the video you provided there was no communication between raiders and defenders about whether the raid was over or not and also no way to tell if Penny is in fact raiding again. Penny also said you built during a raid but didn't feel a warning was needed at the time as it was just a bit of fun.
