IMO, he should just be spoken to about this and reminded not to do it again (since I am pretty sure nothing like this has been going on recently). Hello Sorle , Thank you for your Report.
After Speaking with Windows I have decided to deny your report.

The Staff member did break NLR but it wasn't serious at all , In the Video you see that he had 10 seconds left and forgot about it. This happens a lot to users/staff on the server. It isn't a big issue as he didn't do anything in that district in which affected roleplay , he was just simply jumping around. This Staff member has been spoken to about it and will not do it again , He will not be demote or warned.
