I got the video sent to me by some others and whilst there would be NLR broken it's very obvious shots are being taken at Michael when he fires back. The video does not provide evidence to show that he was blatantly attempting to kill people that did nothing to him. Looking here it's also evident that all he did was walk over to his alternate account and then responded to you telling him he broke NLR before he once again got shot unable to leave the district.

There is no proof that gives any reason to punish anyone at all here.
