If he knows for a fact he was Cdm'd/RDM or had NLR for any other reason as a staff member he is allowed to return as long as he is certain he had false NLR. I was told this by higher ups.

He's a new staff member and is still learning new things as mistakes can be made, everyone makes mistakes every now and then.
