Reason - Mining rules : 8.4 You're not allowed to block or build directly around the mining entities *ROCK, GOLD or RUBY*.
Story - He built around RUBY which is blocking it and not allowing anyone to directly mine around it.

The rules didn't just change, it was like that for months. Also I know it's him because there was 2 miners, only one online now, and why would anyone else do that? and if someone else did it why would HE use it when he should know it isn't allowed?
