What did the Staff Member(s) do?: Break NLR x2 and avoid raid timer

What server(s) was this on?: Server 1

Evidence:

The staff member firstly raided us and died, when asked if raid was over he said "no" and came back breaking NLR. Then after we killed him again and I asked if raid was over and gave to 10secs nobody replied, he then came back during raid timer and raided us.
