Story - (What happened?) I was driving down the road he ran onto the road my car hurt him he started to shoot me I got out of the car like he asked he put more bullets in me arrested me and called me a bitch then he a later goes and calls another police officer something.

Well you already made some f1's hopefully they will be handled in-game, there is no proof of any steam-id there is not much i can do. But i am pretty sure that the staff members will look into this for you if you make a f1

Also for the RDM you did hit him with the car he lost HP, and therefor his allowed to defend himself
