Situations like this happened dozens of time to me, where nothing would be done about any rule breaker.

So here I am. Not happy. At all.

He mugged me as a hitman, rdmed me and then left to avoid punishment

Story - (What happened?)

He mugged me as a hitman, rdmed me and then left to avoid punishment. I opened a F1, a mod came and did nothing about it, since the offender left. After a while, a admin came online, so I opened the F1 again. He said he would do anything about it, even if Zarp does have a LTAP rule, after some minutes another admin and the previous mod came and I showed evidence again. They told me they would do nothing, it would be "fair" to ban him, since he didn't get brought by a admin.
