He mugged me as a hitman, rdmed me and then left to avoid punishment. I opened a F1, a mod came and did nothing about it, since the offender left. After a while, a admin came online, so I opened the F1 again. He said he would do anything about it, even if Zarp does have a LTAP rule, after some minutes another admin and the previous mod came and I showed evidence again. They told me they would do nothing, it would be "fair" to ban him, since he didn't get brought by a admin.

Now, situations like this happened dozens of time to me, where nothing would be done about any rule breaker.

So here I am. Not happy. At all.

I suggest you use the template for it:

Name - What is your ingame name?
STEAM-ID - What is your STEAM-ID?
Admins name - Who banned you/who might it be?
Reason - What is/might be the reason that you got banned?
Server - What server did you get banned from?
Time - How long were you banned for?
Story - What happend?
Proof - Any proof on a video/screenshot that clearly show what happened?
Extra information - Any thing you think may be relevant to your ban.

Once you use this template

Name - (What is the accused person's name?)
Steam-ID - (What is the accused person's Steam-ID?)
Evidence of Steam-ID - (Screenshot or video of the accused players Steam-ID)

Time and date (CET) - (When did it happend?)
Other comments - (Anything else you want to add?)

Whilst this shows him attempting to mug you as a hitman and failing to use /me it doesn't include proof of SteamID. You need proof of SteamID. In the future please use the template provided by the others or your reports will be denied.
