Story - He shot me out in the open for no reason. He was a thief and not raiding, he later told me he owned a base back when he was thief.

The rule is that they have to actively raid and not camp, they can base but should raid every once in a while. There's no proof he didn't actively raid, and he told me that you told him to help raid a base with you that he was storing his entities in.
