Other comments - I asked the admins numerous times to tell him to stop they said just do /me stop following me or I will kill you.

Reason - Harrasment

Story - He was in the mines as a hitman with someone placing hits for him which I cannot confirm but I think someone else can (has recording, forgot name) and he then turned to me but the hit was not placed yet so I holstered pickaxe and walked off from the mines all the way to the shell garage, he followed me there. I then went to the bank where he continued to follow me and every time I took a screenshot he would camera spam me. When I got to the bank I spoke to the admins and they said do /me stop following or I will KOS. So I did and he killed me then ran to spawn to continue following me, I ran towards the PD and tried again however this time I killed him but he broke NLR and came straight back!

Annoyingly enough my screenshots decided to get corrupted because I have no space on C: Drive so I guess there isn't enough proof...

As you said, you don't have enough proof. So I will have to deny this, but if you are running windows, you can run the "Disk Cleanup" tool, and it will automatically find where space can be freed.
In this situation, screenshots wouldn't really be viable proof even if all of them were saved, so next time, use a free video recording software to record these situations.
