Vaults don't get building signs in my experience.

U cant have building sign at bank

so how can i build a dupe into it ? and what makes an admin kill me and not warn me for breaking the rule ( of the building sign )

Sorry mate, it's another stupid unwritten rule. Basically you can have a building sign but it's not valid.

The bank vault isnt a base you can own so you cant claim the vault with a building sign. Who ever is alive in the vault owns it simple as that
