This is a common mistake from a lot of people. Even I did it a few times, but I dont know the backstory. It could be that the mutant randomly started stabbing jordan, if the mutant started stabbing I would have done the same. EDIT after rewatching the video: the mutant didnt start stabbing first. You still can't have heavy weapons as citizen though, and Jordan is an admin and could easily pick him up.
