What did the Staff Member(s) do?: This admin flying around and building on stuff as you can see in this img, everytime he building something he flying and he noclip through walls and things

Correct me if I'm wrong, but I think you can use noclip while building as admin, as long as you don't exploit it/use it to boost your base.

He can use noclip to Fix stuff and when he is building a base he can use it too.

That is admin abuse about. So admin can noclip and make the base better then normal player normal player cant noclip and fix the base better

Toilet paper were clearly demoted for using noclip, looking for printers. Why is it different when gems is looking for ways to improve his dupe, after all it's a quite big advantage to fly.

Admins are allowed to fly while building

I have a pic there Gems working with money printer and still flying.

Admins are allowed to noclip while building, and yes i did use my noclip shortly to place my printers correctly in my safe, i dont see the problem in that.

Also what happens on picture 2 is just some fun between Aspectionz and me.
