What did the Staff Member(s) do?:
The moderator "Angel" was RP'ing as a Gangster. He mugged my friend Gems next to the fountain, which is not a secluded area. But the rules clearly state:

2.8 FearRP -

...mugging will have to comply with criteria such as being in a secluded area, and properly roleplayed in order to avert powergaming.

Then don't make a forum report. Forum reports are for DEMOTE requests. If you use this template then the outcome that you want is a demote. If you don't want a staff member demoted and simply spoken to you can simply report them to a SuperAdmin and let them deal with it.
