Story - <What happened?> I was basing at my base, when I notice this citizen just casually prop abusing. I immediatly go to him, and I see this.

He was building on the sidewalk, that's allowed as a hobo. You're a mod, this should have been dealt with ingame (a warn, or 4 warns to amount to a tempban.)
