A single mention by sinz alluding to Maksim being you merely makes it slander, however slander is not a punishable offense, especially not in such an insignificant degree. Also impersonation is a rule which only applies to users who impersonate staff, since you aren't staff, Maksim didn't break any impersonation rule (however he should probably be punished for the stuff he said in chat).
