Hello,
I've spoken with Andrei and he was confused on what Guard's were there to do. He now know's guards are only mean to protect establishments or people, and knows now they're separated from the PD jobs. I believe his intent wasn't to purposefully rulebreak or hurt you, and since he has no recents I'm not going to warn him for it but just know I've spoken with him about it.
