Story - At first he suddenly shooted me and weapon check, so I killed him
The second time is because I was late for noticing warnings, but I think that it is RDA as he is breaking the NLR

It is possible that he saw your tommy gun and attempted to arrest you, and then shot at you because you were running away from an arrest. Then thought as you looked weaponless to weapon check you.
EDIT: In the second instance you were weapon checked and kept running, what are you reporting there?

Thank you for making this punishment request. After analyzing the evidence you have provided, i have decided to punish this user only for the following:

• ARDM [Attempt Of Random Death Match] - [As seen in 0:55]

And for the RDA part, he didn't actually RDA, he tried weapon checking you and you were running away [As seen in 2:40].
