What Did The Staff Member(s) do?:
Break NLR, and upon me making the F1 that he broke NLR, he disconnected, Dr Richard witnessed all of this

I can confirm this happened.

Ashur asked me to spectate him. The new staff member broke NLR once, and then, he started going towards the same district to break NLR again, but Ashur made an F1 about it, and the staff member changed direction and then left the game.

From what I could gather English wasn't this guy's first language but he's been doing his best to follow the rules and enforce them. I'd suggest someone that can speak the same language he'd prefer to help him learn some of the rules better.
