Hello DirtyPlayz, after reviewing the report it's clearly seen that Lucious made a mistake by RDMing the guy instead of using /me or muting him for spam.
After a short talk with Lucious he admitted to his mistake, I've talked with him on how he should be handling such situations and I can guarantee you he now knows.

This will be brought up in the Lead Team meeting for a discussion.
Thanks for taking your time to write the demoted request including the evidence, it helps us a lot.
