I think what it actually is is less of a serious report on Clarky in the traditional sense but more of a way to expose the long lasting double standards from the Lead Team and staff team in general which Bunny believes is being perpetuated by Clarky. He is trying to show the hypocrisy of such ill mannered language being spewed by Clarky with no such castigation being applied compared to what he believes is an extremely heavy handed punishment recently given to him for something of similar severity.
