If you take a careful look at the report, it is clear that the cop did make no attempt to arrest the admin Pug Life whatsoever, just because Pug Life was in a jugg suit does not mean he has the right to kill you, therefore it IS RDM, but in this particular example it makes near to no sense as last time I played the juggernaut suit CANNOT be arrested, so either ways the cop would pose no real threat.
