He was still a cop tracking him with his crosshair while he was wanted and on a server where cops aren't allowed to be corrupt so the only option is to do something about the wanted person he was running at, in which he got killed for running directly at someone who was wanted. Depending on his reasoning for why he killed him that is what it looked like to me and if my take on it was the reason he did kill him then that was fully within the rules.
