4.16 Building Signs - A building sign may be placed on a structure that is under active construction. Whilst the sign is in place no entities may be stored or placed in the structure or building.

OOF, has anyone been warned for having a health charger in a base before? No.

RDM is Random Death Match it is the act of killing someone for no rp reason here he had an rp reason

It is presumptuous to say that nobody has been punished for it based on your own experience. I can confirm that although I've personally never punished users for it I have actually told several people to remove their armor and health chargers because they had a building sign up.

This sums it up quite well. The act itself would not be RDM, but the context around it can make it so. Whoever handles this will have to properly find out what Pug's reasonings were and what he did after this.
