Was nuking. He died. He came back. He killed me as a Citizen then continued to raid the nuke.

You can see him dead on the floor at the beginning.

I spoke to Chute and told him to check the logs. He did indeed use a Tactical (according to Chute) and ran back. So he did not NLR. Though, he did randomly kill you as a citizen so he'll recieve a punishment that fits his rapsheet. NLR report has been denied. RDM/Raiding as Citizen report has been accepted.
