My alt is banned I bought an account from an person and he got community banned so the account is banned so I will link his profile and hopefully you can unban it since it's community banned on ssrp. Yes, just make a post with that forum account requesting the steam account to be unlinked from the forum account and you can relink your new steam account with that forum account
