It does, Tyler was just in his base AFK without any defences or doors to protect him or his printers so I just went in, took them back to our base and took the money (which I then gave back as as a measure of good faith).

5,000 LXP (Life Experience) permanently unlocks the Master Sword on every job. You get LXP mainly by playing Citizen, or any other job that doesn't have it's own specific leveling/XP (Gun Dealer, Drug Runner, etc). You also get LXP for successfully launching a nuke, or completing takeovers.

The XP is only reset after a decision to do so is made in a meeting under certain circumstances. In fact, we're working on a way to give players an option to get their old XP back from the last reset. You have nothing to worry about.
