It's always been 19.99 as far as I am aware, and I do not think there are future plans to decrease that.

if you dont want to pay irl money for it, you can pay someone in game money for them to buy you vip with their irl money, but it usually costs a shit ton

They've never decreased the price of VIP, no. Not even for a sale. As it is permanent and some of the perks are highly beneficial. But if you really want it; as someone suggested, you can just buy it off of another player. It'll cost you, though. Better save up that SSRP cash.

You can always pay point shop points or ssrp cash for someone to buy it for you but it will cost a bit and remember if you do this use the middleman services
