I have handled this together with Anon to clear up the confusion between the user and the staff member.

The staff member was doing his best to see whether or not you bunch would break TOU or not and has been spoken to about it.

However, if a TS staff believes you are breaking rules he is allowed to enter the channel and follow you if he has to.
