If you are on a budget, go for AMD, specially with the new cpu's and architecture they have going currently, Intel is really just expensive, and with some things they have planned, will actually be going backwards(a shitty scheme).

If you have a fair amount of money, feel free to go with Intel,
If you are on a budget, go with AMD,
or if you just want best for money, go with AMD in general, specially with a AMD 480(very good performance to money)
P.S don't spend stupid money on water cooling, as they are not best for money, and are just more maintence.
Just get a decent cooler, such as Coolermaster Hyper 212 evo, and then spend some money on better fans.
Research in to getting different types such as High pressure fans.
