I've done some looking into the gamemode and have reached a conclusion:

The gamemode is actually not an overly popular gamemode in itself. The gamemode comes very low in the rankings of gmod gamemodes. Putting in the time and effort into a Flood server would be nice, and people may enjoy it, however it just wouldn't attract the necessary playerbase, and would likely not have very much of a positive impact on the community. I personally don't know an overly large amount about the gamemode itself, but based on the research that I have done, I don't feel that it would work very well. Even if the server were good, users would not find it due to how low the gamemode itself is in the rankings, leading to a much lower number of players seeing the server, and few players joining.
