I don't think Garry's mod would be lagging your other games unless you had both running, as for storage I'd just try to clear up anything you can and look into getting an external hard-drive. Don't leave man!

How small is your drive, delete some workshop content you don't use, delete your system temp files (clean up your drive in general) and defrag your drive.

If that doesn't help the consider reformatting your PC, helped me a ton when games got sluggish.
