I wanna move my Steam Account and my PC cause of my Brother

You may not transfer your own VIP/booster to someone else unless its your account

It is possible to unlink your Steam Account and transfer all of your upgrades however just like Clarky said it's based on your Steam account so if you want to move PC just delete steam from it or sign out of it.

Vip cant be transfered to another forum account. However the owners can unlink your linked steam account , but you are gonna have to go to your vip page and link the account you want.

Yes, its possible if you own the steam account.
One of the owners will have to unlink your old steam account and relink your new one to your forum account
