You can't buy out of game items for in-game items, Hence why the rules say this: 1.8 Sale of In Game Items - Other than for VIP and Booster Packs the sale or trade of in-game items or currency for items or money outside the server is prohibited. Well the date this was posted suggests it was during the period of the Christmas update, where you could get GTA V and other games in cases and trade them for in-game items - using that knowledge we can assume the situation.

Anyways why did Ken Kask post on this in the first place is the real question here.
