So there was someone using autoclicker in a base to help them collect money
I dont know how they do it so that it can keep on spinning while collecting all the money

Yes its allowed.

Why wouldn't be allowed you are allowed to add custom crossair to your game with 3rd party programs to get unfair advantage of other players witch don't know how to use one.

He's using console commands and most likely rebinded his use button to mouse 1

+left or +right is to spin -right or -left to stop
