Are you allowed to borrow printer booster then spaw printers then give it back?

No, becuase the printer booster is used up when you boost a printer so you can't exploit it in the way you thought.

I honestly am not sure if it's an exploit or not because I see many people doing it.

Clearly it isn't as it's just a basic feature of the upgrade, you can do that with all the upgrade if you choose too. For example, i can give someone my scope boost, they can tap people then give it back. You can do the same with most special weapons too.
